A referral is a letter. It is not an indictment, a plea, or a conviction. This draft located no public prosecution. Grassley’s May 28, 2025, release says DOJ and FBI failed to prosecute and that the Department’s inaction on the criminal referral followed an FBI analysis that, in Grassley’s telling, was incriminating.
