Nellie Ohr

In a voluntary transcribed interview before House Judiciary and Oversight on October 19, 2018, Nellie Ohr was asked the dates of her Fusion GPS work. She answered: approximately October of 2015, give or take a couple of weeks, through the end of September 2016. She said the rate was $55 an hour, somewhere around 30 hours a week, from home. She described online open-source research using Russian sources, media, social media, business registers, and legal databases. She said she worked on a project looking into Donald Trump’s relationship with Russian organized crime and wrote occasional reports on Trump’s relationships with various people in Russia. Asked whether that work was related to “the now famous dossier,” she said “No.” She said nobody approached her; she approached Fusion after reading Glenn Simpson’s name; she did not know the Fusion client; she first saw the full Steele dossier when it became public. Those are her words in the official interview. They are not a crime finding. Secondary outlets (Daily Caller, Daily Wire) reported additional transcript lines on research into Trump’s children and associates and a Clinton-preference answer — reporting on the same primary.

Special Counsel John H. Durham’s May 12, 2023 report states that Fusion GPS records demonstrate Nellie Ohr first identified Sergei Millian as having connections to Trump. Durham identifies her as a Russian-language contractor employed by Fusion GPS and the wife of Department official Bruce Ohr. On April 22, 2016, he wrote, she prepared a report for Fusion GPS that set forth, in part, Millian’s connections to Trump — prepared just ten days after Fusion GPS was retained by Perkins Coie to conduct opposition research on Trump, and prior to Steele being retained by Fusion GPS. Durham wrote that all told, Ohr prepared at least 12 reports that discussed Sergei Millian, and that reports prepared by Ohr and others at Fusion GPS were ultimately provided to Crossfire Hurricane investigators by her husband, Bruce Ohr. Durham’s inference that the timing “strongly supports” Fusion directing Steele to pursue Millian is Durham’s inference — not a jury verdict and not a finding that she authored the Steele dossier.

Nellie Ohr told the House she met Christopher Steele three times and that only the last meeting fell during her Fusion employment. The date she gave for the final meeting: July 30, 2016. The transcript discussion identifies that breakfast with the Mayflower Hotel. She said she may have seen a page there; she said she first saw the full Steele dossier when BuzzFeed published it; she denied working with Steele on the dossier or being a Steele source. Bruce Ohr’s closed testimony, as released and reported, placed him and Nellie at breakfast with Steele. The 2019 FBI analysis repeats that Nellie and Bruce met personally with Steele in 2016. Crossfire Hurricane opened July 31, 2016 — the next calendar day. The one-day juxtaposition is calendar fact. It is not proof she opened the case.

The 2019 FBI analysis released by Senator Grassley states that the remainder of Nellie’s Fusion GPS research was passed to the FBI on December 20, 2016, when Bruce Ohr provided the same FBI special agent a thumb drive Nellie had provided to Bruce for passage to the FBI. The memo also recounts Bruce’s House testimony that she gave him a memory stick of Fusion research on Russian figures to give to the FBI because it related to the FBI’s Russia investigation. Shown that testimony, Nellie said she had no reason to question his veracity; asked whether the FBI got her Fusion research, she said she did not directly give the FBI her research. Durham later wrote that reports prepared by Ohr and others at Fusion GPS were ultimately provided to Crossfire Hurricane investigators by Bruce Ohr. Secondary headlines that Strzok “admitted the dossier came from Nellie Ohr” overstate Strzok quotes that name Bruce — Claims, not Fact.

On the record, in short: Fusion dates; open-source Russia work; she approached Simpson; she did not know the client; three Steele meetings, last July 30, 2016; she did not give research “directly” to the FBI; she had no reason to doubt Bruce’s memory-stick testimony; she denied working with Steele on the dossier, being a Steele source, talking to Perkins Coie, Clinton, or the DNC, or knowing of a DOJ Russia investigation while at Fusion. On May 3, 2019, Washington Field Office’s federal public-corruption squad was charged with review of a congressional criminal referral alleging Nellie Ohr violated 18 U.S.C. § 1001 during congressional testimony (Meadows referral, May 2019 — a filing, not an indictment). The September 18, 2019 FBI Electronic Communication states that initial investigation established she provided “demonstrably false information in two aspects of her testimony” and that she “may have provided false testimony in other regards,” and that whether that might lead to a viable §1001 charge was for DOJ’s Public Integrity section. On May 28, 2025, Senator Chuck Grassley released the declassified EC and stated DOJ/FBI did not prosecute. Grassley’s press verbs (“proves she lied”) and outlet “perjured” headlines are political/reporting language — not a court finding. No public indictment, plea, or conviction of Nellie Ohr was located for this file. FBI analysis ≠ verdict.
